Well, as it turns out, you can put the templates somewhere which isn't in the repository. You can fetch them from a URL.
That's not so bad - you can use the URL form during development, then when you transition from development to deployment, you change the template definition to the repository form (for easy deployment). Unfortunately, I think you need to re-create the template when you do this, which is a little annoying.
What would have been ideal would be an option to "convert" a URL-based template to a repository based template.
